Lorman Education Services presents Arkansas Water Rights/Supply Issues seminar on November 3
(PRWEB) September 22, 2005 -- This is a full-day seminar for attorneys, water users and others involved in or concerned about water rights and their reallocation to new purposes and places of use. The seminar will provide an overview of Arkansas water law, explain procedures for obtaining a transfer of water rights, and present an update on legislative activities related to water rights and water use in Arkansas.
William D. Ford, P.E. is engineering partner with Pollution Management, Inc., Little Rock, Arkansas. Mr. Ford has 20 years of civil and environmental engineering experience, and has practiced environmental engineering with PMI for the past 12 years. Mr. Ford has consulted with industry and land developers on water usage, water supply, water recycling and water quality issues. Mr. Ford has prepared plans for design and operation changes to facilities to be implemented to meet water supply demands. Mr. Ford has consulted with industry on recycling certain waste streams for reuse to reduce potable and groundwater usage.
Walter G. Wright is a member of the Little Rock law firm of Mitchell, Williams, Selig, Gates & Woodyard, P.L.L.C., where his practice includes the representation of a number of public and private water, wastewater and energy utilities, along with various construction and development firms. Mr. Wright has served as an adjunct professor at the University of Arkansas at Little Rock School of Law since 1986. He is a former assistant general counsel to the Petroleum Marketers Association of America in Washington, D.C. Prior to that, Mr. Wright served on the minority staff of the Subcommittee on Health and the Environment in the United States House of Representatives. He received his B.S. and J.D. degrees from the University of Arkansas, and his LL.M. degree from George Washington University in Washington, D.C. Mr. Wright has authored articles addressing drinking water, air and water pollution control, storage tanks, real property development, mold and environmental audits.
Edward C. Swaim is the general counsel for the Arkansas Natural Resources Commission, formerly known as the Soil and Water Conservation Commission. The Commission is the state agency responsible for soil conservation, water rights (both ground and surface), dam safety, flood control, water resource planning, interstate water compacts and non-point source pollution prevention. It also provides financial assistance for the development of water, waste water and solid waste projects within Arkansas. Mr. Swaim is a native of England, Arkansas. He received a bachelors degree from Hendrix College and a law degree from the University Of Arkansas School Of Law. He serves as a Judge Advocate Generals Corps officer in the United States Army Reserve.
